I beg to bring before your Lordship the name of the Reverend Charles Ridley Duppuy as a fit person to be consecrated Bishop of Hongkong on the vacancy of the See which will shortly occur by reason of the resignation of the Right Reverend Gerard Heath Lander, D.D. the Bishop there: and to apply for His Majesty's Licence authorising the consecration of him.
Bishop Lander is now on his way to England and will immediately on his arrival resign the See, and execute a formal resignation of the same when this resignation has been accepted by ... I will send your Lordship formal notification of the vacancy of the See.
